Changzhou Software and Information Service Outsourcing Bases

Changzhou Software Park, set up in 1999, is one of the first provincial software park group approved by the Jiangsu Science and Technology Department. In September 2004, it became the National Torch Plan Software Industrial Base, approved by the Ministry of Science and Technology. In 2007, it was consecutively recognized by the Jiangsu Development & Reform Commission and Department of Foreign Trade & Economic Cooperation, Jiangsu Provincial Government as the Modern Service Industry Community and the Jiangsu International Outsourcing Demo Park.

The Park sits within the green ecological area, east to the National High-Tech Zone of Changzhou. It is planned to construct the premise of 0.3 million m2 for software development. In the first phase, about 0.1 million m2 has been put into use. 0.2 million m2 is on the way rapidly in the second phase. The first software building of 0.05 million m2 will be delivered for use in the upper half of this year.

Taking the modern manufacturing advantage of Changzhou, the Park prioritizes the embedded software and service outsourcing, highlighting as well the industrial chain-related business promotion. It absorbs about 200 noted software enterprises like Japan OKI, Shanghai WicreSoft, PK Unity, Nanda Soft, Jinhe Software, Shinco Software, Baidu Info., Huake Search Guide, Tiandi Automation, UFIDA R&D Base etc. At present, the Park has initially built up an industrial innovation system encompassing the industry, study and research. There are 106 certified software enterprises, and over 12 of them have CMMI3 certificates. In 2007, the Park realized a business income of 2.423 billion RMB and the export income of software was 10.60 million dollars. 7 enterprises like OKI and Wicresoft were recognized as Jiangsu Key Delivery Enterprises of International Outsourcing.

The Park is also proud of its complete service system. It sets up software outsourcing testing service platform, providing free testing services to the software enterprises, which facilitates the development of the Japan-oriented software outsourcing industry. It also establishes the software outsourcing export association to integrate the core technologies and skills of the enterprises and meets the demands of the complicated software outsourcing business system, and also to strengthen the international competency and shape the export platform for Changzhou software.

Changzhou Software Park has strong development drives and great potentials. It is expected that until 2010, its production value will reach 8 billion RMB; there will be over 20 export outsourcing enterprises of 1 million dollars, and more than 5 export outsourcing enterprises of 5 million dollars; software employees will reach 50,000. The Park will stick to the idea of Services Create Values and provide first-rate services in terms of talents, technology, funds and markets etc., further optimize the investment environment, effectively integrate different resources and be made into an international, digital, garden-like and ecological software industrial park.
