Suzhou Software and Information Service Outsourcing Bases

Suzhou Software Park, geographically setting in Suzhou, centre and abdominal part of Yangtze River Delta, lies in the intersection of China Coast Economic Development Zones and the Yangtze River Economic Development Belt, with only 80 km away from Shanghai. The comprehensive economic power of Suzhou has been ranked forward among medium- and big-sized cities of China. It was honored by the World Bank as Golden Medal Cities for Investment in China and Global Top100 Competitive Cities.

Suzhou Software Park, initiated in 2001, has been smoothly approved by the Ministry of Science and Technology as the National Torch Plan Software Industrial Base in 2004 and approved by the State Administration of Radio, Film & TV as the National Animation Industrial Base. The Park develops separately in different parks. Now it is distributed mainly in the Suzhou Industrial Park, Suzhou Software Technology Park and Kunshan Software Park.

Suzhou Industrial Park

Suzhou Industrial Park was initiated in May the same year after approval of the State Council in February 1994. It is the only pilot area for the Advanced Technology Based Service Industry in China. It is recognized by the Ministry of Commerce, the Ministry of Information Industry and the Ministry of Science and Technology as the China Outsourcing Showcase Area in April 2007. The Park occupies a planned area of about 62 hectares in total and a planned construction area of 1 million m2 with the overall investment of 4.3 billion RMB, to be finished with 6 installments. Now, there are a total of over 400 different service outsourcing enterprises in the Park.

The ITO has chiefly software and animation outsourcing. There are over 30 software outsourcing enterprises and about 20 animation production enterprises. A relatively complete IT outsourcing industrial chain has taken shape. The BPO has mainly human resource, finance and R&D and design outsourcing. In 2006, the Park-based human resource outsourcing enterprises provide over 50,000 employees for the society. Meanwhile, nearly 1000 Park-based enterprises choose the finance outsourcing. Of the incomes of the Park-based accounting agencies, about 1/3 come from different finance outsourcing businesses. As for R&D and design, there are about 65 enterprises in the Park. International Corporations like SumSung, Bosch, Panasonic, Emerson, Qimonda and Andrew have also set up their R&D centres in the Park.

Suzhou Software Technology Park（SSTP）

Suzhou Software Technology Park locates within the Suzhou Science & Technology Town (SSTT), at the western bank of Taihu Lake. Its overall construction area is approximately 0.5 million m2. The established buildings are the software park entrepreneurship base (about 32,000 m2), the software park of the Suzhou Science & Technology Town (60,000 m2), the micro-system park (22,000 m2) and IT practical training base (130,000 m2). The Park imported and set up several public technology and information service platforms like Electrics Institute of East of China the Fifth Electrics Institute of the Ministry of Information Industry, Jiangsu Centre of the National Software and Integrated Circuit Public Service Platform (CSIP), Suzhou Centre of the Jiangsu Software Testing Service Centre, TRON Real-time Embedded Operation System Application and Development Centre, Embedded Software Development and Application Promotion Centre, IT Practical Training Base and Global Institute of Software and Technology etc. Enterprises in this Park enjoy national favored policies and also the policies of Suzhou New District government on talent importing, training, grant funds, living outfit facilities and services etc. Of these, grant funds have at least 0.3 billion RMB every year.

Kunshan Software Park

Kunshan Software Park, top intersection of Jiangsu province and Shanghai, has strong geographic advantage with 20 km distance from centre of Shanghai city. The Park has an overall planned area of 6 square kilometer, it absorbs 19 enterprises and organizations: CVIC SE, TOP, Shanghai Pudong Software Park, East China University of Science and Technology, Liling Science and Technology Park, Beijing Zhongguancun Software Park, Clever Soft of AES, CNC, Kunshan Software Park functional Outfit units etc. The Zhongguancun Software Park is working with the Kunshan Software Park on the park digitalization.
