2.4.2 Training System

Jiangsu has a good talent training system. It owns good tertiary education, enterprise training, technical facility training and government training etc.

i. Enterprise Trainings

Jiangsu software and information service outsourcing enterprises consider much of the talent training because the improved training system helps people grow so as to facilitate the sustainable development of the enterprise. Meanwhile, this system can also help absorb talents, reduce the talent loss and keep the team stable. From the training type point of view, most of enterprises give different trainings to their employees, like pre-service training, technical training, language training and management skills training etc.

ii. Technical Facility Trainings

Recent years, the technical training market grows fast and increasing training facilities are set up like Aptech, Peking University Testing, Beijing New Oriental Foreign Language School, NIT-Pro etc. They are all quite famous in Jiangsu. They have great inputs on funds, human resources and materials. They own strong teaching resources, hardware equipment and advanced training materials, enabling them to be the backbone of the service outsourcing training and take big market shares.

iii. Government-led Trainings

Jiangsu pays attentions on the outsourcing talent training so that it issues a series of talent import and training plans:

1) Jiangsu tour joined by hundreds of talents back from abroad. Jiangsu organize a delegation joined by hundreds of professionals back from abroad to pay visits to Nanjing, Wuxi, Suzhou and Kunshan to understand the entrepreneurship environment, project investment and service outsourcing industry so as to absorb high-end talents to invest on the Jiangsu software and information service outsourcing industry.

2) Importing the Ireland-based Cornerstone International Corporation to conduct SISE training. Jiangsu Information Industry Department, Cornerstone International and Jiangsu International Technical Transfer Centre jointly signed in Nanjing the cooperation agreement on Jiangsu-Ireland international software talent training exchange program. It specifies that local service outsourcing talents will be trained to the international standards.

3) Overseas training projects to software entrepreneurs in the Jiangsu. Since 2008, Jiangsu selects and appoints 200 senior managers to do overseas training. It is expected to train thousands of Jiangsu-based merchants within 5 years. While initiating the training, there is also a Hong Kong-based training plan, which is to select and appoint 1100 senior service managers to Hong Kong for training. In addition, the overseas training plan for Jiangsu modern service talents is also made, which is to select and appoint 200 key staffs in the modern service industry to go abroad for training. All these training activities involve a lot of managers engaging in software and information service outsourcing enterprises.

4) Establishing the cooperation between Nanjing software industry, Nanjing University and South East University to give software project master training for enterprise technical staffs.

5) Conducting software blue-collar training project. Jiangsu excute IT and service outsourcing skills trainings to graduates from IT vocational schools and invite technical staffs of enterprises to be trainers and to provide internship for graduates in enterprises.
