2.2 Policies and IP Protection Environment

2.2.1 Government Supports

Jiangsu Provincial Government thinks highly of the development of the software and information service industry. Jiangsu Information Industry Department, collaborating with related sectors, put a great deal of efforts to facilitate the development of Jiangsu software and information service outsourcing industry and has received noticeable achievements.

First of all, actively optimizing the development environment, further strengthening the industrial legislation to push forward the improvement of industrial environment. In May 2007, the Standing Committee of the 10th Jiangsu Provincial People's Congress had discussed and approved the Rules and Regulations on the Promotion of the Jiangsu Software Industry, ensuring a good regulatory environment for sustainable and fast development of Jiangsu software and information service outsourcing industry.

Secondly, shaping the brand image of Jiangsu outsourcing. A series of activities like 2007 Nanjing Summit Forum of ChinaSourcing, Jiangsu Tour joined by Silicon Valley software outsourcing enterprise delegation, ITC Nanjing Tour etc were conducted to bridge an international cooperation and exchange platform for the Jiangsu software and information service outsourcing industry with intention of projecting the image of development of Jiangsu software and information service outsourcing industry.

Thirdly, wholly setting up the outsourcing service system. In 2007, Jiangsu contracted with the Ministry of Information Industry to co-build the software and information service outsourcing public support platform to realize the resource share and be supplementary to provide professional public support services to the Jiangsu software and information service outsourcing industry.

Fourthly, training outsourcing talents by practical cases. Jiangsu paid high attentions on the foster, import and use of software and information service outsourcing talents. It earnestly cooperated with international corporation and train pragmatic software talents through different ways and of different levels. It put much effort to train BPO business talents and software program managers as well.

Finally, establishing Jiangsu Provincial Software and Information Service Outsourcing Association and Jiangsu Software Outsourcing Corporations. It aimed to strengthen the relationship between Jiangsu software providers with offshore software and information service outsourcers, to improve the capacity of their service outsourcing and unify them to quickly increase the size and whole capacity of Jiangsu software and information service outsourcing industry.
