In order to concentrate on improving core competencies, global top 500 enterprises have gradually outsourced their software and information services to Asia-Pacific, low-cost areas, which gives China a great opportunity to develop software and information service outsourcing industry. Owing to close attention and great support paid by Chinese government, China's software and information service outsourcing industry has been growing at an impressive speed during the recent years, meanwhile it has been considered as a very important development trend and new growth pole of national software and information service industry.

Jiangsu province is known as one of the most important manufacturing bases as well as information industry bases in China. There are many unique advantages and great potentials for Jiangsu to develop software and information service outsourcing industry, such as: excellent natural condition, convenient transportation, strong economy, high openness, abundant human resources and countless business opportunities etc.

The Jiangsu provincial government has been fully aware of the strategic significance of the development of the software and information service outsourcing industry. It never ceased to adopt variable measures to attract overseas and domestic talents, improved systems and mechanisms, and implement earnestly the favored policies, trying to build an enabling environment to stimulate entrepreneurship and making Jiangsu a hot land of entrepreneurship for different talents. For better understanding of interested parties the status and development environment of Jiangsu software and information service outsourcing industry, the Jiangsu Information Industry Department entrusted National Software and Integrated Circuit Promotion Center, Ministry of Information Industry of China (CSIP) to make study and research on a large scale. Therefore, the White Paper on Jiangsu Software and Information Service Outsourcing industry in 2008 was drafted and compiled for reference.
